The city of Pula applies to the Smart City Challenge 2024 with the hope of finding a suitable way to improve communication between the administration and citizens, to make human-centric solutions and make it easier to understand the possible urban planning design options for residents. The city of Pula often conducts public consultations with the interested public on various topics. Unfortunately, there are often very few comments at public consultations. When focus groups are organized on a certain topic there is very little response. When we want to find out the opinion of citizens, it is difficult to get the right information. There are many reasons why this is so, for example, the lack of interest of the population to participate, ignorance of the current way of expressing opinions, general dissatisfaction of citizens with the work of the city administration, complicated informing system and/or poor information of citizens, unavailability of digital tools among the elderly population, the lack of ideas, expressing opinions under a false name, administrative and legal obstacles in the implementation of the citizens proposed ideas, etc. When we talk about the mentioned, it is most visible in the fields of urbanism and urban planning, in the area where citizens are directly affected, since it is a matter of the public spaces in which they live every day. Recently, the term tactical urbanism is increasingly popular. Tactical urbanism focuses on creative solutions that bring new value to public spaces, it is a city and citizen led, quick and affordable way to test and demonstrate change in our environment. Tactical urbanism efforts place a focus on involving people in the process who will be most affected by these changes.
