So far, Võru has developed a sustainability plan (Bold City vision 2050), which acts as a vision document, describing the aims and goals of the town regarding becoming a sustainable city. As this is a vision document, a more detailed and precise roadmap is needed for Võru to become a Smart City. The roadmap details all the steps in the correct order that is in accordance with the sustainability goals. The roadmap will also provide an estimate of costs and investments needed. The roadmap’s main features should include a detailed step-by step action plan, involving costs and investment needs and explanation why this investment is needed. The roadmap also should include a document describing the linkages of all the investments, making it understandable also to future town managements why these investments were needed and why the investments need to continue. It is a strategic document which links all the fields of the town.
