Smart City Challenge 2021

In short

71 ideas were received for the open idea competition for the Smart City in 2020, the best four of which were selected and implemented by FinEst Centre for Smart Cities together with the partner cities where the solutions are piloted. Among the remaining 67 ideas, there were still many good ones, so we decided not to make a new open collection of ideas in 2021, but to use same urban challenges and evaluate the ideas submitted in 2020 with a slightly different methodology, and to find two of them that can be implemented in 18 months.

In Phase 1 of 2021 challenge, representatives of the FinEst Centre for Smart Cities and ministries selected 15 ideas from the last year’s competition. During the summer, we did a reality check with the authors of the idea, and 10 idea were decided to continue, then the Estonian and Finnish cities evaluated these ideas and 5 ideas reached the finals. The cities were then able to apply to become pilot partners.

 

The implementation of pilot projects was funded by the European Regional Development Fund and the Estonian Ministry of Education and Research through the project „Targa linna tippkeskuse toetusmeetme rakendamine“.

Main steps

Phase 1

May, 2021

Initial selection of IDEAS from 2020 Smart City Challenge pool:
• potential contribution to the growth of sustainability of Smart City Centre of Excellence
• support to the Estonian strategic goals.
• 15-20 will be chosen from the pool of 67 ideas.

Phase 2

June-August, 2021

Reality Check- are these Ideas doable within 18 months
and with a budget of ab. 600k:
• Short intro about these 15-20 ideas to the cities in June
• The Smart City Centre of Excellence with the idea authors from TalTech, Aalto or an Estonian city will put together a onepager by the beginning of August about 8-12 ideas.

Phase 3

August-September, 2021

Evaluation of importance of the ideas to the cities and choosing partner cities:
• Workshops to develop the ideas further and clarify the needs of cities in the 2nd half of August
• Evaluation of the importance of the ideas by the cities by Sept 17 will results in choosing 4-5 most relevant ones
• Cities can apply to become a partner in these 4-5 pilot projects by Oct 4
• The Smart City Centre of Excellence chooses one city from Estonia per each pilot project and can also choose one more city from Finland by Oct 8.

Phase 4

October-December, 2021

PROJECT preparation and choosing the best pilot projects:
• Preparation of the project action plan and budget by the Smart City Centre of Excellence, idea author and a partner city by Nov 10
• The international advisory committee written evaluation by Dec 6
• Presentation of the projects to the Steering Committee of the Smart City Centre of Excellence and choosing the best 2-mid-Dec.

Pilot projects selected

The plans for the pilot projects in the finals were prepared in cooperation between the FinEst Centre, the authors of the idea and the partner cities. The plans of the 5 pilot projects were evaluated by an approved evaluation committee, and based on these evaluations, the Steering Committee of the FinEst Centre decided to select the following two pilots for implementation: Renovation Strategy Tool and Urban Planning Well-Being Score. The pilots will be implemented between January 2022 and June 2023.
